Brian M. Schultz
Chief Executive Officer

Brian Schultz was named Chief Executive Officer of the Central New York Regional Transportation Authority (Centro) in August 2020. Since joining Centro in May 2004, when he was appointed to Centro’s Board of Members, Mr. Schultz has held the offices of Chairman and Vice-Chairman, and also served as the Chairman of the Pension and Strategic Planning Committees.

 

In his role as Chief Executive Officer for the Authority, Mr. Schultz is responsible for administering the goals and policies of the Centro Board of Directors, and for directing the Authority’s executive management team and employees in their charge to provide quality services and programs to the Central New York Community.

 

In addition to his role as Centro’s Chief Executive Officer, Mr. Schultz currently serves as Chairman of the Syracuse Metropolitan Transportation Committee (SMTC) Policy Committee, a member of the Bishop Grimes Jr./Sr. High School Board of Trustees, President of the New York Public Transportation Association (NYPTA), and a former Town Councilor for the Town of DeWitt.

Christopher Tuff
Deputy Chief Executive Officer

 

Christopher Tuff was named Deputy Chief Executive Officer of the Central New York Regional Transportation Authority (Centro) in August 2020. Since joining Centro in April 2016, Mr. Tuff has held several positions including Vice President of Administration, Director of Operations, Director of Subsidiary Operations, and Senior Transportation Analyst, 

 

In his role as Deputy Chief Executive Officer for the Authority, Mr. Tuff is responsible for ensuring functional accountability across all departments of the Authority, and for assessing and monitoring administrative and operational activity in all four counties in which the Authority operates. Mr. Tuff is also tasked with representing the Authority during various statewide meetings, interacting with community organizations and elected representatives, and for coordinating and managing the Authority’s New York State Fair operations.

 

Prior to joining Centro, Mr. Tuff was an Auditor for the New York State Department of Taxation and Finance.

 

Mr. Tuff holds a bachelor's degree in accounting from Johnson and Wales University and a master's degree in public administration from the University of South Dakota. Mr. Tuff is also a graduate of the New York Public Transit Association’s – Public Transportation Leadership Institute and was recently honored in Mass Transit Magazine's 40 Under 40 Class of 2022.

 

Linda Biata
Vice President of Finance

 

Linda Biata was named Vice President of Finance of the Central New York Regional Transportation Authority (Centro) in April 2020. Since joining Centro in November 1997, Ms. Biata has held several positions including Director of Accounting, Manager of Accounting, Senior Accountant, and Accountant.

 

In her role as Vice President of Finance for the Authority, Ms. Biata is responsible for the general supervision of the accounting, payroll, revenue collection, and storeroom departments.

 

Ms. Biata holds a bachelor’s degree in business administration from SUNY Empire State College.
 


Steven Koegel
Vice President of Communications & Business Planning

 

Steven Koegel was named Vice President of Communications & Business Planning of the Central New York Regional Transportation Authority (Centro) in February 2016. Since joining Centro in June 1998, Mr. Koegel has held several positions including Director of Marketing & Communications, Communications Manager, and Communications Coordinator.

 

In his role as Vice President of Communications & Business Planning for the Authority, Mr. Koegel is responsible for the Authority’s service planning, corporate & public communications, customer service, marketing & research, and transit advertising operations.

 

Prior to joining Centro, Mr. Koegel was a Producer for WBAL-TV in Baltimore, MD, News Director for WBNG-TV in Binghamton, NY, Assistant News Director/Producer for WSTM-TV in Syracuse, NY and Reporter/Anchor for WSYR-AM Radio in Syracuse, NY.

 

Mr. Koegel holds a Bachelor’s degree in Communications/Broadcast Journalism from SUNY Oswego.
 


Jacquelyn Musengo
Vice President of Human Resources

 

Jacquelyn Musengo was named Vice President of Human Resources of the Central New York Regional Transportation Authority (Centro) in April 2019. Since joining Centro in May 1998, Ms. Musengo has held several positions including Senior Director of Human Resources, Director of Human Resources, Manager of Employee Benefits, and Employee Relations Supervisor.

 

In her role as Vice President of Human Resources for the Authority, Ms. Musengo is responsible for the general supervision of the human resources functions including recruitment, compensation, benefits, training and development, and monitoring state and federal compliance. Ms. Musengo also oversees facility and transit security as well as collective bargaining unit employee relations.

 

Ms. Musengo has completed several training courses and programs including those sponsored by the New York State Department of Transportation, the U.S. Department of Transportation-Federal Transit Administration, and the U.S. Occupational Safety and Health Administration (OSHA).

 

Prior to joining Centro, Ms. Musengo was employed as an account manager by the National Employers Council in Syracuse, NY.

 

Ms. Musengo holds a bachelor’s degree in business administration from SUNY Oswego.


Geoffrey Hoff
Vice President of Fleet and Facilities

Geoffrey Hoff was named Vice President of Fleet and Facilities of the Central New York Regional Transportation Authority (Centro) in April 2020. Since joining Centro in July 2009, Mr. Hoff has held several positions including Senior Director of Vehicle Maintenance, Director of Facilities Operations, Project Manager, and Senior Buyer.

 

In his role as Vice President of Fleet and Facilities for the Authority, Mr. Hoff is responsible for the general supervision of all Centro facilities as well as the William F. Walsh Regional Transportation Center.

 

Mr. Hoff holds a bachelor's degree in business management from the University of Phoenix, as well as a master's degree in accounting. Mr. Hoff is also a graduate of the New York Public Transit Association’s - Public Transportation Leadership Institute.
 


 

Bruce Fong
Associate Vice President of IT

Bruce Fong was named Associate Vice President of Information Technology of the Central New York Regional Transportation Authority (Centro) in December 2022.

In his role as Associate Vice President of IT, Mr. Fong is responsible for planning, coordinating, directing, and designing IT-related activities for the organization, including daily operational activities for the IT department.

Prior to joining Centro, Mr. Fong retired from the United States Air Force with 31 years of service where he held various positions including network administrator, infrastructure technician, network control supervisor, operations superintendent, and Chief Enlisted Manager.

Mr. Fong holds a bachelor’s degree in computer information systems from Columbia College of Missouri.

 

 


 

Rahmin Azria
Associate Vice President of Operations

 

Rahmin Azria was named Associate Vice President of Operations of the Central New York Regional Transportation Authority (Centro) in February 2023.

 

In his role as Associate Vice President of Operations, Mr. Azria is responsible for directing and supervising the overall activities of the Operations Departments for Centro of Syracuse, Centro of Oswego, and Centro of Cayuga. He is also responsible for developing, implementing, and reviewing internal operation controls to ensure a high standard of customer service and safety are being delivered. Mr. Azria works closely with Centro's Planning Department on a regular basis to address service level needs and requests. 

 

Prior to joining Centro, Mr. Azria served as the Director of Parking and Transportation at Rochester Institute of Technology, and the Associate Director of Transportation, Logistics and Finance at Syracuse University.
 
Mr. Azria graduated from Whitman School of Management at Syracuse University with a master’s degree in Business Administration.
