Richard Lee
Chief Executive Officer

Richard Lee is Chief Executive Officer for the Central New York Regional Transportation Authority (Centro), the public transportation provider for Onondaga, Oswego, Cayuga, and Oneida counties, which includes the cities of Syracuse, Oswego, Fulton, Auburn, Rome and Utica.

 

Mr. Lee began his Centro career in August 2000 and was named CEO in January 2016 after having held a number of senior management positions within the organization including Deputy Executive Director, Chief Administrative Officer, Vice President of Administration, Vice President of Human Resources, and Director of Human Resources.

 

As CEO, Mr. Lee is responsible for administering the goals and policies of the Centro Board of Directors, and for directing the authority’s executive management team and employees in their charge to provide quality services and programs to the Central New York community.

 

Prior to joining Centro, Mr. Lee was Assistant Director of Human Resources at St. Joseph’s Hospital in Syracuse, New York and Manager of Corporate Human Resources for the Smith Corona Corporation in Cortland, New York.

 

Mr. Lee has a Master’s degree in public administration from the Maxwell School of Citizenship & Public Affairs at Syracuse University, and a Bachelor’s degree in Public Justice & Political Science from SUNY Oswego. He is an Officer of the Board of Directors for the New York Public Transit Association where he also serves on the Executive and Legislative Committees. Mr. Lee is also Chairman of the Executive Committee of the Syracuse Metropolitan Transportation Council (SMTC).


 
Christine LoCurto, CPA
Chief Financial Officer

 

Christine LoCurto was named Chief Financial Officer of the Central New York Regional Transportation Authority (Centro) in August 2012. Since joining Centro in December 1997, Ms. LoCurto has held several positions including Director of Purchasing, Controller, and Vice President of Finance.

 

In her role as CFO for the Authority, Ms. LoCurto oversees all financial activities including internal controls, risk management, accounting, budgeting, grant administration, procurement, contracts, Federal & NYS compliance, debt financing, payroll & benefit administration, revenue collection, parts stockroom and Centro Parking Inc.

 

Prior to joining Centro, Ms. LoCurto was an Auditor for Testone Marshall & Discenza and Coopers & Lybrand in Syracuse, New York and an Accounting Manager for the Central NY Regional Planning & Development Board.

 

Ms. LoCurto holds a Bachelor’s degree in accounting from Le Moyne College. She is a Certified Public Accountant in the State of New York.


 
Robert LoCurto
Chief Operating Officer

 

Robert LoCurto was named Chief Operating Officer of the Central New York Regional Transportation Authority (Centro) in June 2014. Since joining Centro in January 1996, Mr. LoCurto has held several positions including Deputy Chief Operating Officer, Vice President of Fleet & Facilities, Controller, and Accounting Manager.

 

In his role as COO for the Authority, Mr. LoCurto is responsible for the Authority’s transit operations fixed route service and paratransit service, fleet maintenance operations, risk and safety, transit security, operations service scheduling, information technology, and operational performance metrics.

 

Prior to joining Centro, Mr. LoCurto was an Account Executive at Dean Witter in Syracuse, NY and an Accountant for Daiwa Securities America in New York City.

 

Mr. LoCurto holds a Bachelor’s degree in finance & accounting from St. Bonaventure University and is a member of the Compressed Natural Gas (CNG) Coalition and the American Public Transportation Association.


 
Joseph DeGray
Senior Vice President of Transit Operations

 

Joseph DeGray was named Senior Vice President of Transit Operations of the Central New York Regional Transportation Authority (Centro) in October 2015. Since joining Centro in December 1991, Mr. DeGray has held several positions including Director of Operations, Operations Manager, Chief Service Supervisor, Service Supervisor, and Bus Operator.

 

In his role as Senior Vice President of Transit Operations for the Authority, Mr. DeGray directs the Authority’s largest single department, which employs more than 500 bus operators, supervisors, management, and support staff. He is responsible for the daily operations and administration of the Authority's bus and special events services.

 

Prior to joining Centro, Mr. DeGray was a store manager for Silo Corporation in Syracuse, NY.

Christopher Tuff
Vice President of Administration

 

Christopher Tuff was named Vice President of Administration for the Central New York Regional Transportation Authority (Centro) in December 2019.  Since joining Centro in April 2016, Mr. Tuff has held several positions including Senior Transportation Analyst, Director of Subsidiary Operations and Director of Operations.

 

In his role as Vice President of Administration for the Authority, Mr. Tuff ensures functional accountability across all departments of the Authority.  He assesses and monitors administrative and operational activity in all four counties in which the Authority operates.  Mr. Tuff represents the Authority during various meetings held statewide and interacts with community organizations and elected representatives.  He is also responsible for co-ordination and management of the New York State Fair operations.

 

 Prior to joining Centro, Mr. Tuff was an Auditor for the New York State Department of Taxation and Finance.

Mr. Tuff holds a bachelor's degree in accounting from Johnson and Wales University and is currently enrolled in the executive education master's degree program in public administration at the University of South Dakota.  Mr. Tuff is also a graduate of the New York Public Transit Association’s – Public Transportation Leadership Institute.

 


 
Steven Koegel
Vice President of Communications & Business Planning

 

Steven Koegel was named Vice President of Communications & Business Planning of the Central New York Regional Transportation Authority (Centro) in February 2016. Since joining Centro in June 1998, Mr. Koegel has held several positions including Director of Marketing & Communications, Communications Manager, and Communications Coordinator.

 

In his role as Vice President of Communications & Business Planning for the Authority, Mr. Koegel is responsible for the Authority’s service planning, corporate & public communications, customer service, marketing & research, and transit advertising operations.

 

Prior to joining Centro, Mr. Koegel was a Producer for WBAL-TV in Baltimore, MD, News Director for WBNG-TV in Binghamton, NY, Assistant News Director/Producer for WSTM-TV in Syracuse, NY and Reporter/Anchor for WSYR-AM Radio in Syracuse, NY.

 

Mr. Koegel holds a Bachelor’s degree in Communications/Broadcast Journalism from SUNY Oswego.
