Accounting Manager - Syracuse

DEPARTMENT: Syracuse Finance

SALARY RANGE: Grade: 7 - $72,287 to $80,798

Note:  Starting salary is determined by evaluation of experience and qualifications for the position. 
JOB SUMMARY:

Centro is seeking an experienced and detail-driven Manager of Accounting to oversee the daily operations of the Accounting Department. This leadership role ensures financial accuracy and compliance with GAAP, GASB, and federal/state regulations. The Manager supports financial reporting, grant compliance, budgeting, audits, and internal controls while providing guidance to the accounting team.

DUTIES:
  1. Manage general accounting functions including A/P, A/R, general ledger, and month/year-end close
  2. Lead and foster professional growth among staff, ensuring adherence to departmental priorities and objectives.
  3. Monitor cash flow, prepare journal entries, and review reconciliations
  4. Support monthly Board reports and prepare audit documentation
  5. Oversee grant-related accounting, including tracking capital projects and submitting reimbursement requests
  6. Assist with budgeting, forecasting, and variance analysis
  7. Ensure compliance with federal and state grant reporting requirements
  8. Review and approve financial transactions across banking and financial systems
  9. Administer on banking platforms (WebInfocus, M&T, JP Morgan Chase)
  10. Provide financial analysis and reports to support leadership decisions
  11. Support special projects and perform additional duties as assigned by the Director of Accounting.
REQUIREMENTS:

Education/Experience:  Bachelor’s degree in Accounting, Finance, or a related field, and a minimum of 8 years of accounting experience, including supervisory or management experience.

  1. Comprehensive knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards and pronouncements; ability to apply these principles in a public sector or grant-funded environment.
  2. Strong awareness of ethical standards and regulatory compliance, especially as they relate to accounting, revenue collection, procurement, and public funds stewardship.
  3. Solid understanding of finance principles, budgeting methodologies, and fiscal policy practices within a governmental or nonprofit context.
  4. Expertise in designing, maintaining, and evaluating internal control systems to ensure data integrity, operational efficiency, and compliance with audit standards.
  5. Familiarity with transit industry financial operations, including capital projects, fare revenue, grant compliance, and operational budgeting.
  6. Understanding of Central New York Regional Transportation Authority policies, procedures, and protocols, with the ability to analyze performance trends and recommend process improvements.
  7. Strong knowledge of federal and state regulations, including those of the Federal Transit Administration (FTA) and New York State Department of Transportation (NYSDOT).
  8. Proven ability to balance strategic project management with oversight of daily financial operations, ensuring timeliness, accuracy, and compliance.
  9. Experience supervising and mentoring supervisory and frontline accounting staff. Demonstrated ability to foster cross-functional collaboration and communicate effectively with all organizational levels, including executive leadership and governing boards.
  10. Strong analytical skills with the ability to compile, interpret, and validate financial data. Proficient in conducting complex financial analysis and reconciliations.
  11. Excellent ability to develop and present clear, accurate, and concise financial reports, dashboards, and board-level presentations for internal and external stakeholders.
  12. Effective verbal and written communication skills, with the ability to convey technical financial information in an accessible manner to diverse audiences
