Director of Security - Syracuse

DEPARTMENT: Syracuse Human Resources

SALARY RANGE: Grade: 9 - $91,654 to $102,443

Note:  Starting salary is determined by evaluation of experience and qualifications for the position. 
JOB SUMMARY: This position is responsible for overseeing security matters and administering the Security Program Plan, and Emergency Response Plan for the CNYRTA and all operating subsidiaries.  Position is exempt.
DUTIES:
  1. To develop and recommend corporate policy initiatives and policy changes to continually improve Security and Safety conditions within the CNYRTA and its subsidiaries including the train and bus services provided at the William Walsh Regional Transportation Center.
  2. Disseminates communications from TSA to Bus Operators and staff.
  3. To continually update, monitor, and administer the Security Program Plan to ensure CNYRTA personnel, customers and assets are properly protected.  Facilitates communications and contact with U.S. Department of Homeland Security - Transportation Security Administration (TSA).
  4. Administers and enforces Centro’s Rules of Conduct for transit vehicles and facilities, including issuing formal suspensions for violations.
  5. Continually update and maintain a Security and Emergency Training Program. Including the following sub-components:
    1. Conducting tabletop and functional drills.
    2. Conduct background investigations on contractors.
    3. Conduct security program audits.
    4. Establish plans and protocols to respond to the DHS Homeland Security Advisory System (HSAS) threat levels.
    5. Establish a risk management process to assess and manage threats, vulnerabilities and consequences.
  6. Oversee the external security contract to ensure contract compliance and effective execution of special operations.
  7. Manages the on-site security guard force by providing directions to the supervising guard, reviewing security reports, and taking appropriate action as needed to ensure a safe and secure environment.
  8. Oversees and coordinates the Syracuse Police Department's security operations at the Centro Transit HUB.
  9. Conducts Safety & Security Committee Meetings on a periodic basis.
  10. Acts as liaison with Onondaga County Emergency Operations Center, (EOC) at Civic Center, regarding County emergencies.  Assists with allocation of Centro resources and services.
  11. Administers fire alarm drills and reviews related safety policies to ensure compliance with emergency preparedness protocols and regulatory standards.
  12. Rides bus routes at all CNYRTA properties to evaluate our system safety & security operations and receives feedback directly from customers and from drivers.
  13. Does visual inspections of all CNYRTA properties including the Regional Transportation Center and reports issues/problems and recommended solutions as needed.
  14. Monitors Revenue Collection operations for proper compliance and continuity.  This includes physical and electronic observation.
  15. Works with Facilities and Operations staff to maintain and monitor compliance with OSHA regulations for all CNYRTA properties.
  16. Develops and implements the Authority’s Emergency Evacuation Plan.
  17. Performs other duties as assigned
REQUIREMENTS:

Bachelor’s degree in a related field required with a minimum of 7-9 years experience.

  1. Detailed knowledge and understanding of public security issues.
  2. Detailed knowledge and understanding of safety issues that arise in the transit industry.
  3. Familiarity with OSHA regulations for the transit workplace.
  4. Competency in gathering, documenting, and reporting detailed evidence analysis.
  5. Knowledge of the internal security audit process and checklist.
  6. Skill in performing basic mathematical calculations.
  7. Ability to create professionally written reports for dissemination to authority management and state and federal officials as needed.
  8. Skill in maintaining accurate and confidential records.
  9. Skill in operating a computer and audiovisual, and closed-circuit camera equipment.
  10. Skill in oral and written communication.
