Director of Service Development - Syracuse

DEPARTMENT: Syracuse Marketing

SALARY RANGE: Grade: 9 - $93,945 to $105,004

Note: Starting salary is determined by evaluation of experience and qualifications for the position. 

JOB SUMMARY: This position is responsible for planning the delivery of regional transportation services to the general public. Position is exempt.
DUTIES:
  • Manages planning and scheduling of transit services; collects and analyzes data, develops routes, determines service levels, schedules efficiency analyses, monitors route performance, and analyzes costs.
  • Responsible for evaluation and assessment of all transit service needs; planning, design and preparation of the service products; provision, quality control and evaluation of all services.
  • Evaluates service needs with the five-county region; establishment of goals to develop programs and services which meet those needs; approval of service products to assure conformity with budget, service standards, and the labor agreement; maintain Title VI compliance
  • Assists with budget planning and administration; participates in contract development.
  • Assists with grant developments.
  • Coordinates and implements short and long-range transportation plans.
  • Assigns and supervises the work of subordinate personnel.
  • Consults with local, regional, and state agencies regarding transportation planning studies, area plans, and environmental studies.
  • Directs the development of strategies for the efficient allocation of manpower to all services.
  • Works with transit data program, its application to the development of service, and its compliance with statutory reporting requirement.
  • Develops large-scale special event services and client relations.
  • Performs other duties as assigned.
REQUIREMENTS:

Bachelor’s degree in a related field required with a minimum of 7 years’ experience.

  • Knowledge of transportation and transit planning and development theories and practices.
  • Skill in planning and managing multiple projects.
  • Skill in collecting, analyzing, and interpreting data.
  • Skill in public and interpersonal relations.
  • Skill in oral and written communication.
  • Knowledge of cost and performance analysis methods and techniques.
  • Knowledge of Authority and department policies and procedures.
  • Understanding of grant application procedures.
  • Skill in organizing and prioritizing work.
  • Skill in supervision.
  • Proficient in relevant transit technology and programming.
  • Knowledge of budgeting and accounting principles and practices
