- $55,623 to $62,171
Note: Starting salary is determined by evaluation of experience and qualifications for the position and will be set at some point on the pay scale.
JOB SUMMARY: This position is responsible for providing administrative and technical support in the administration of the authority’s human resource programs focusing on employee benefits. Position is non-exempt.
DUTIES: - Administers the daily operation of the authority’s health, prescription, and dental insurance programs; conducts open enrollment for medical, dental, and flex spending sign-ups on an annual basis, distributes medical insurance claim forms, processes employee information and status changes; notifies appropriate providers. Responds to employees or retirees medical, prescription, and dental questions or issues
- Administers Centro’s medical insurance waiver program including active and retired employees which includes a yearly verification process.
- Responsible for the vision benefit program including maintaining the database, distributing vouchers, employee reimbursement through payroll and the payment of invoices to vendors.
- Manages the authority’s life insurance program; adds and removes employees; reconciles monthly statements; processes information changes; conducts yearly census of active and retired employees.
- Receives, researches, responds and/or resolves employee, outside agencies or department managers questions pertaining to personnel, benefits or complaint issues.
- Responsible for all leave accruals (sick time, personal, vacation) in PDS.
- Accurately maintains and reviews the human resources database (PDS); changes personal information; generates reports and responds to inquiries from employees and management.
- Inputs and maintains all training records in PDS.
- Responds to all employment verifications, reference checks, and subpoenas issued by appropriate legal authorities. Responsible for accurate data collection and completion of all information.
- Prepares weekly billing to accounting on overdue medical insurance premiums to be paid by employees. Follows up in writing to delinquent employees not paying their premiums and/or cancels medical insurance.
- Prepares, reconciles and files annual 1095’s forms to employees and the Social Security Administration.
- Prepares and submits monthly Employee Retirement System report for the NY State Retirement System.
- Prepares, verifies accuracy and submits weekly wage information to the trustee for the defined contribution pension plan (401A) for salaried and non-salaried employees.
- Prepares and submits the weekly defined contribution withholdings report to the NYS Deferred Compensation Plan for salaried and non-salaried employees.
- Prepares annual leave accrual audit report for Accounting and Auditors and routinely updates and verifies leave accrual banks for accuracy.
- Assists in the recruitment process for open positions and onboarding of new hires when necessary.
- Assists Human Resources Manager with leave programs administration (FMLA. PFL, DBL)
- Perform other related duties as assigned.
REQUIREMENTS: Education/Experience: Bachelor’s Degree with applicable experience preferred or equivalent combination of education and experience may be considered.
- Knowledge of state and federal laws related to and personnel processes.
- Knowledge of records maintenance procedures.
- Knowledge of authority policies.
- Skill in data entry.
- Skill in using standard office equipment, including a computer and standard business application software such as Microsoft Word and Excel.
- Must have good organizational skills as well as the ability to work independently.
- Skill in oral and written communication.
