Labor Relations Manager - Syracuse

DEPARTMENT: Syracuse Human Resources

SALARY RANGE: Grade: 7 - $72,287 to $80,798

Note:  Starting salary is determined by evaluation of experience and qualifications for the position.

DUTIES:
  • Manages discipline records, attendance, and incident/accident documentation for union-represented employees, ensuring accurate tracking and compliance.
  • Conducts thorough investigations into employee complaints, workplace incidents, and customer complaints, producing detailed reports with recommended actions.
  • Performs disciplinary investigations and administers corrective actions in accordance with union contracts and company policy.
  • Interprets and enforces collective bargaining agreements (CBAs), advising on contract provisions and disciplinary actions.
  • Collaborates with union representatives to resolve labor disputes, minimize escalations, and maintain cooperative labor-management relations.
  • Oversees and consults on discipline proceedings for outer Centro properties.
  • Represents the organization in arbitration hearings, unemployment claims proceedings or any state and/or federal legal proceedings.
  • Fosters a positive work environment.
  • Serves as a liaison for Employee Assistance Programs (EAP), offering support and guidance on sensitive employee matters.
  • Maintains compliance with federal/state labor laws (EEOC, ADA, FMLA, etc.) and internal HR policies across multiple locations.
  • Utilized Centro’s software systems to maintain records, track case progress, and generate compliance reports.
  • Performs other duties as assigned.
REQUIREMENTS:

Education/Experience: Bachelor’s Degree preferred with 5-7 years of experience preferred or equivalent combination of education and experience may be considered.

  

  • Knowledge of state and federal laws and regulations governing authority operations.
  • Knowledge of labor law and union contract requirements.
  • Knowledge of internal policies and procedures
    • Skills in conflict resolution and negotiation.
    • Skills in investigation and disciplinary procedures
    • Experience working in a unionized environment
    • Ability to work collaboratively across departments and with external agencies
    • Skills in basic computer proficiency.
