Payroll Analyst -
Syracuse

SALARY RANGE: Grade: 5
- $55,623 to $62,171
Note: Starting salary is determined by evaluation of experience and qualifications for the position.
JOB SUMMARY: This position is responsible for the processing of the CNYRTA payroll and associated accounting functions. Position is non-exempt.
DUTIES: - Prepare and process weekly payrolls, following established procedures, and adhering weekly deadlines for 500+ employees.
- Process other employee payments such as, productivity, reimbursements, and other non-recurring pay.
- Generate and issue physical paychecks, paystubs, and electronic transfers.
- Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
- Responsible for issuing manual checks, voids and reviewing and resolving outstanding payroll checks.
- Update employee payroll records with tax withholding, direct deposit changes, garnishments, levies and other recurring deductions.
- Prepare weekly labor journal entries.
- Assist with annual audits.
- Provides payroll information by answering questions and requests.
- Assists in preparation of Quarterly Federal 941’s and State NYS-45 Reports.
- Assists in preparation and distribution of yearly W2’s to employees.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Supports Payroll Manager as needed.
- Performs other Payroll related duties as assigned.
REQUIREMENTS: Education/Experience: Bachelor’s Degree in Finance, Business Administration or Accounting with 3 years of experience in payroll preferred or equivalent combination of education and experience may be considered.
- Experience in payroll and accounting software.
- In-depth understanding of payroll procedures, laws, taxes and best practices for payroll management.
- Keen awareness of ethics and understanding of ethics requirements as they apply to accounting functions.
- Knowledge of the principles and practices of finance.
- Knowledge and thorough understanding of internal control principles and practices.
- Knowledge and thorough understanding of Generally Accepted Accounting Principles (GAAP and Government Accounting Standards Board (GASB) standards and pronouncements.
- Knowledge of CNYRTA and department policies and procedures including ability to recognize performance trends and establish general protocols to respond to those trends.
- Knowledge of relevant state and federal laws and regulations.
- Skill in planning and organizing work independently.
- Skill in oral and written communication.
