Facilites Project Manager - Syracuse

SALARY RANGE: Grade: 7 - $74,095 to $82,817

Note: Starting salary to be determined by evaluation of experience and qualifications for the position and will be set at some point between the minimum and maximum of the pay scale.

JOB SUMMARY:

HOURS: Monday thru Friday 7:00am-3:30pm

JOB SUMMARY: The Facilities Project Manager is responsible for managing and supporting capital improvement projects, facility-related procurements, and special projects as directed by the VP of Facilities and the Capital Project Committee. This position assists with the planning, coordination, budgeting, procurement, contract administration, and implementation of facility and construction-related projects across CNYRTA properties. The Facilities Project Manager also supports the oversight of Authority facilities to help ensure they remain safe, functional, compliant, and well-maintained in support of CNYRTA's operational needs and mission. Position is non-exempt. 

DUTIES:

CONSTRUCTION AND PROJECT MANAGEMENT:

  • Develop and coordinate capital improvement, construction, and special project plans, including scope, schedule, budget, and resource requirements.
  • Coordinate with architects, engineers, consultants, contractors, and internal departments to support timely and compliant project delivery.
  • Assist with procurement and contract administration activities, including development of scopes of work, bid evaluations, contract review, submittals, change orders, pay applications, closeout documents, and warranties.
  • Monitor project progress, budgets, expenditures, and contractor performance, and help resolve issues affecting schedule, cost, quality, or compliance.
  • Conduct site visits and inspections to verify work progress, quality, safety, and adherence to project requirements.
  • Prepare and maintain project documentation, reports, recommendations, and updates for leadership and other stakeholders.

PROCUREMENT AND ASSET MANAGEMENT:

  • Assess facility and equipment needs and coordinate the procurement of materials, equipment, and facility-related systems to support Authority operations.
  • Collaborate with internal stakeholders to define requirements, evaluate options, and ensure compatibility with operational and facility needs.
  • Manage procurement activities from requisition through delivery, including documentation, coordination, and follow-up.

    FACILITY MANAGEMENT:

  • Support oversight of Authority facilities by participating in inspections, identifying maintenance and capital needs, and helping address deficiencies and safety concerns.
  • Assist in coordinating preventive maintenance, repairs, work orders, and contracted services for building systems, site infrastructure, and related facility operations.
  • Provide backup support to the Facilities Manager, as assigned, and assist in maintaining safe, clean, and functional facilities for employees and passengers.
  • Help identify and implement cost-effective strategies for facility maintenance and operations.
REQUIREMENTS:

KNOWLEDGE, SKILLS, AND ABILITIES:                

  • Knowledge of project management principles, construction practices, facility operations, and contract administration.
  • Knowledge of applicable laws, codes, regulations, policies, and procedures related to facilities, construction, procurement, and public agency operations.
  • Ability to analyze operational and facility-related issues and develop practical recommendations.
  • Ability to manage multiple projects and priorities while maintaining attention to detail, timelines, and budgets.
  • Ability to read and interpret plans, specifications, contracts, and technical documents.
  • Ability to prepare reports, correspondence, and presentations and communicate effectively with management, staff, contractors, and outside agencies.
  • Strong organizational, problem-solving, and interpersonal skills.
  • Proficiency in Microsoft Office and the ability to learn Authority systems and project-related software.

    MINIMUM QUALIFICATIONS:                                  

  • Bachelor’s degree in construction management, engineering, facilities management, business administration, public administration, or a related field, or an equivalent combination of education and experience.
  • Experience in project management, construction coordination, facilities management, procurement, contract administration, or a related field.
  • Experience working with public sector procurement, capital projects, or facility operations.
  • Familiarity with budgeting, document control, and project reporting.
  • Valid driver’s license with the ability to travel between Authority locations as needed.
